Branson TIF Commission backs $400 million mixed-use development plan

The Branson Tax Increment Financing (TIF) Commission has voted 8-3 to recommend approval of the Gretna Road and Town & Country Drive TIF Plan. The decision, made during a meeting on July 15, moves forward a multi-phase development project in the Branson Meadows area.

The proposed project covers 136 acres and is planned to include tourism, sports, residential, and retail components. Private development costs are estimated at about $300 million. In addition, the plan includes a City indoor sports facility with a projected cost of up to $100 million.

The first phase will feature around 150 residential units, a sports entertainment facility, a historical tourist attraction, and an approximately 200-room hotel. The second phase is set to add another 150 residential units, about 31 tourist cabins, two restaurants, a convenience store, a sporting goods store, and strip retail space. The third phase centers on the City’s indoor sports facility intended to promote sports tourism.

A third-party consultant is currently working with the City to evaluate public-private financing options for the indoor sports facility. This review also includes assessing programming needs and potential private partners for the project.

City Administrator Cathy Stepp commented on the significance of this initiative: “This is a game-changer for Branson’s future,” said Stepp. “This development aligns with our community’s long-standing priorities, including increasing housing units to address local needs; strengthening our 12-month economy to ensure year-round stability; and driving increased visitation to enhance tourism and economic vitality. Most importantly, we’re accomplishing these goals while doing so in a fiscally responsible way that protects city resources. We’re thrilled to see it move forward.”

The project uses a “Pay-as-You-Go” incentive structure based on tax revenue generated by successful development phases. Incentives are limited to reimbursing certified eligible costs after completion of each phase. According to officials, neither the City nor other taxing jurisdictions bear financial risk for private portions of the project.

A formal development agreement between the City and developer will be presented at upcoming Board of Aldermen meetings for public review. Additional information about the TIF Plan can be found under the “Agendas & Minutes” section on the City’s website.
